It is 1941 in Century City. Built as part of a FDR program to help the U.S. come out of the Great Depression, much of the ten year old city is still under construction and has not yet reached its potential population. People with strange abilities have begun to surface in the city and rumors of their exploits are starting to spread. The press has dubbed these individuals “Mystery Men”, although most people believe them to be just an urban legend.

And in to all this walks a man known as Paradox...
